Engr. Louis Ochuko BINITIE-CASSIDY
Managing Director
Engr. Lewis Ochuko Binitie–Cassidy attended Government College Ughelli in Delta State between 1964 to 1970 before proceeding to the University of Michigan, Ann Arbor, USA where he earned two Bachelor’s Degrees in Civil Engineering and Naval Architecture/Marine in 1975. In 1976, he was awarded a Master’s Degree in both disciplines by the same Institution.
The new Managing Director started his career as an Intern with Mobil Oil Corporation at its Headquarters in New York. On his return to Nigeria in 1977, he worked with various public and private sector organisations. He served his NYSC with Nigerian Ports Authority in Lagos. He also had a stint with Philag Engineering Consultants as a Design Engineer before joining Nigerian Dredging & Marine Limited and Delta Steel Company Ltd. Ovwian-Aladja as Project Engineer/Manager from 1978 to 1985

Engr. Lewis Binitie-Cassidy joined the services of the Nigerian National Petroleum Corporation in 1986 as Assistant Chief Engineer and was posted to Pipeline Operations Division of PPMC. In 1988, he was promoted to Deputy Chief Engineer and got seconded to CRC (CPDD) Task Force as a Project Manager. He was promoted to Chief Engineer in 1991.
He was redeployed to ETD in 1992 and was promoted to a Deputy Manager in 1994. In 1996, he was redeployed to NPDC as Head of Engineering and Technical Services and was promoted to Manager, ETSD in 2000. In 2001, when Men and Women of high integrity and values were needed in the Corporation to stem the diversion of Petroleum Products and to bring about the desired change in NNPC, Engr. Binitie-Cassidy was made a Special Depot Manager and seconded to PPMC as a member of the team to sanitise the system.
He was member of the Project Team that executed Calabar Jetty and Pipeline project for receiving petroleum products into Calabar Depot. Engr. Binitie-Cassidy is the first Project Leader for the Upgrading of navigational facilities for Okrika Jetty and Bonny River project.
The new MD NETCO was returned to NPDC between 2002 to 2005 as Manager ETSD, where he was responsible for Engineering, Maintenance and Technical support of NPDC facilities until February 2005 when he was promoted to the GM, TSD ETD at the Corporate Headquarters. In 2006, he was again redeployed as General Manager, Telecoms, also at Corporate Headquarters.
In mid 2008, Engr. Lewis Binitie-Cassidy was transferred back to NPDC to start a new Division in the Strategic Business Unit, the Engineering and Technical Services Division where he served and managed an array of multi million US Dollar Engineering Projects for NPDC E & P Operations. He was in this position until recently when he was appointed the Managing Director, NETCO.
Engr. Binitie-Cassidy has attended several local and overseas managerial courses. He is a recipient of several commendations including the Group Managing Director NNPC’s merit award in 2002. He is a past National Executive and Council Member of Nigerian Society of Engineers (NSE). He is a Fellow of the Nigerian Society Engineers; Member, Society of Petroleum Engineers and Nigerian Institute of Management amongst other Professional Associations. He is active in several philanthropic organisations and was a past president of Ikorodu Lions Club.
Engr. Lewis Binitie-Cassidy’s hobbies include International relations, Jogging, Music etc. He is happily married with Children.
Engr. Isyaku D. ABDULLAHI
Executive Director Operations
Engr. Abdullahi Isyaku Dandume was born on January 5, 1955 at Dandume, Katsina State. He graduated from Ahmadu Bello University in 1979 and was awarded Bachelor of Engineering in Chemical Engineering. He started his working career with Nigerian Agip Oil Company as Corrosion Engineer between 1979 and 1980 and
Engr. Abdullahi joined the services of Nigerian National Petroleum Corporation as FCCU Technologist and was posted to Kaduna Refining and Petroleum Company, Kaduna in 1980. Between 1983 and 1989, he had held various positions as Senior Operator, Chief Operator, Assistant Project Engineer, Project Leader Demin. Train Expansion, Process Engineer and became the Ag. Head Process Engineering Section in 1988 where he was responsible for provision of day today technical services to the operating process plants, formulation of improvement /rehabilitation projects for the entire refinery, performance monitoring of all refinery and petrochemical process and formulation of front end engineering for LPG Merox unit.
Engr. Abdullahi Dandume was redeployed in 1990 to NLNG Base Project as Project Engineer in Technip Office Paris to monitor progress of PS Contractor to achieve the execution of re - imbursable PS Contract within agreed schedule and cost. Between 1990 and 1996, he participated in the NLNG Base Project as Project / Office Engineer and Assistant Cost Control / Contract Engineer responsible for compliance with NLNG project requirement and process, follow up and control of cost for all capital projects. He also developed the standard contract agreement for all major and minor contract agreements.
Between 1996 and 2001, he actively participated in the NLNG Base Project Detailed Engineering, NLNG Expansion Project and Train 3 Detailed Engineering in MW Kellogg Office, London. He had responsibility for managing contractor in the execution of detailed engineering of utilities, review of PFS, PEFS and equipments and carried out tender evaluation for utilities & LPG chilling, storage and loading facilities on the projects.
In 2001, Engr. Abdullahi was redeployed to SHELL Office in The Hague on the NLNG Plus and Train 6 Studies as Process Engineer to provide technical input for the Gas supply agreement, collate and prepare a Gas Data Book on the project. In 2002, he was appointed the acting Commissioning Manager / Senior Process Engineer on the NLNG Expansion Commission in Bonny Island. He audited, guided and managed the EPC contractor in accordance with project specification and coordinated the day to day commissioning of process facilities jointly with counterparts in the EPC Contractor’s office.
Engr. Abdullahi was promoted Manager ETSD in Kaduna Refinery and Petrochemicals Company in 2004 where he was responsible for providing all engineering and technical services in the refinery. In 2007, he was redeployed to Corporate Headquarters as the General Manager TSD to provide engineering and technical services to NNPC group. In 2009 he was appointed the Executive Director Operations KRPC, Kaduna. He was on this position until 2011 when he was appointed the Executive Director Operations, NETCO. Engr. Abdullahi has attended several local and overseas management courses. His hobbies include reading, travelling and farming. He’s happily married with children
Mr. Henry O. OSHAGBEMI
Executive Director Services
Mr. Henry Olorunniyi Oshagbemi attended St. Peters College Kaduna between 1967 and 1971 where he obtained his Grade Two Certificate in 1971. He studied privately and passed his advance level papers in Government and Economics. Thereafter he proceeded to the Ahmadu Bello University, Zaria where he obtained his Bachelor Degree in Library Science and Graduate Certificate in Education in 1978.
Mr. Oshagbemi served in Rivers State during the National Youth Service. He started his working career in November 1, 1979 as officer II at NNPC Headquarters Library. He worked in various sections of the library before he was transferred to Kaduna Zonal Office. While there, he held the positions of O/C Manpower Development, O/C Personnel and Head, Admin and Personnel.
As a result of hard work and dedication to duty, Mr. Oshagbemi was transferred to NPDC to occupy the position of Deputy Manager, Personnel which was confirmed after his success at the Chief Officers Development Programme. At the retirement of his immediate boss, he acted as Manager Admin and Personnel for a credible period of time.
In 2005, Mr. Oshagbemi was promoted to the position of Manager, Admin Services Department NPDC. Being the most senior Manager in Services Division, he covered along with his normal functions the duties of the Executive Director Services on each occasion the substantive was away on official duties. No doubt, Mr. Oshagbemi has been adequately prepared for his new position for the fact that he covered the duties of the Executive Director Services in NPDC for a period of ten months when the incumbent former director was retired in April 2010.
Mr. Oshagbemi was on this acting position until recently when he was appointed the new Executive Director Services, NETCO.
He has attended several Management courses both local and overseas in HR Processes and Change Management, International Business Ethics Conference, Negotiating Skills Stastical Analysis & Report Writing, Leadership, Innovation and Entrepreneurial Skills, Human Resources Management and Career Development amongst others.
The new EDS NETCO has also participated in carrying out special assignments in NNPC such as Member, Corporate Committee on Staff Salary Verification and Reconciliation Exercise, Member, Appraisal Committee, Member NPDC Tenders Committee, Chairman Office Allocation Committee, NNPC Zonal Office, Kaduna, Chairman, GMD Merit / Long Service Awards Ceremony among others.
Mr. Oshagbemi was awarded the Group Executive Director CS Commendation Letter in 1995 for successful and impressive conduct of GMD’s Merit / Long Service Awards Ceremony in that year. His hobbies include Table Tennis and Travelling. Mr . Oshagbemi is happily married with Children.
